I should have also made clear that I think the scheme should encompass a wide range efficiency improving home technologies as well.

The key things  for me are
 a.) that it has widespread support - which shouldn&#039;t be hard as 30% of homes have no insulation whatsoever, and the majority of the rest have minimal insulation. 
b.) that it is that it is relatively affordable - even with the kind of payback seen here, Governments are likely to balk at spending many billions. It&#039;ll happen faster and be more widely available if the cost is manageable.
c.) that we get as many houses as well insulated and energy efficient as possible.

Fingers crossed we get at least some way to fulfilling those objectives.</description>
